HXPM - Is another package manager necessary?

Skimmed over the openfl repo collection over on github and found a new repo in development called hxpm (Haxe Package Manager). Given that we already have haxelib, is there really a need for another package manager? Or is this just a rebranding (a lot of that going around, HaxeDevelop anyone)?

The main branch would have contained a new package manager, but the idea was altered,

currently there’s work in the haxelib branch to make a new version of haxelib, hopefully to replace the current one.

For the why of all this, yes, yes we need that, the current haxelib has a good number of quirks, a couple of bugs and a lot of limitations.
It has been acknowledged by the haxe fundation, and they are looking for something.
