Stumped .url loads fine in browser but IOerror with URLLoader

the error is "Request Rejected .The requested URL was rejected. Please consult with your administrator " etc

Perhaps it is a cross-domain security issue?

it works when I set windows as the target. thanks. I was just avoiding windows because I’m having trouble setting windows up.
